Thank you for responding. In our non-upgraded environment (ehp5), the query parameter in transaction POWL_Query was: SAP_Line, which is weird because that view isn't even configured in our system. I know that is the SAP delivered view, but we have never had that view "delivered" in our system.:
Our configured view is "SAPLINE" and our configured Approval Profile is "MANAGER"
I thought the parameter CVR was for data entry profile, not approval. We have tried changing the parameters CATS_APPR_PERSPECTIVE and CATS_APPR_PROF to match what we have configured for our approval view and approval profile respectively. Those changes seemed to have no effect on our error message. 
We are really at a loss for how to default this view for the users (without having every user select the view themselves). This is causing lots of calls to our service desk.
