The shipment cost allocation to deliveries is controlled in the following way-

In LE-TRA (ERP)-

SPRO>Logistics Execution>Transportation>Shipment Costs>Shipment cost document>Shipment cost types and Item categories.

Here the 'Cost Distribution' field in your shipment costs item category controls the distribution level.

In TMS (SCM)-

SPRO>Transportation management>Basic Functions>Cost Distribution>Define Cost distribution profiles.

Here 'Distribution level' controls the same.
